Except it's not. It's not even a top 10 superhero movie. It might be the best movie with Harley Quinn but I have a feeling Gunn's Suicide Squad will knock it off without really trying. The problem with your whole premise is that you have no real history or experience with the Super Hero movie. You admit you avoid them and allow others to decide for you if they are worth seeing. You've said on twitter you avoid Ryan Reynold's movies and that is the issue since that is what Birds of Prey really is...a cheap knock off of Deadpool. Even the soundtrack and how the music is used feels like a Guardians of the Galaxy rip off. If you wanted to tout this movie as an amazing breakup movie, that used fun and outside the box thinking for the main character to deal with her need to break free and become her own person, then you might have a case for it being a "masterpiece". But as a Super Hero movie, it was fine. And that alone says it all. I'm not saying the movie isn't enjoyable or worth seeing but nothing about it is original or done in any groundbreaking way. Hell, DC puts out a line of animated movies that do a better job with the Harley/Joker breakup. There's a reason this movie came out in February and not the summer.
